An engineering review to the ASTM E2018 standard covering the building's systems and structure, with cost tables for immediate repairs and long-term reserves.
The longer version
A property condition assessment is an engineering review of a building's physical condition, usually prepared to the ASTM E2018 standard. It tells a lender what is wrong with the building now, what will need replacing over the loan term, and roughly what that will cost.
A consultant walks the property and reviews the site, structure, roof, building envelope, mechanical, electrical and plumbing systems, vertical transportation, life safety and accessibility. Findings are sorted by urgency: immediate repairs that should be addressed at or soon after closing, short-term needs, and a schedule of capital replacements over the coming years.
Lenders use those numbers directly. Immediate repairs are typically funded through a holdback or a post-closing covenant with a deadline. The replacement schedule sizes the replacement reserve the borrower funds monthly, so the money exists when the roof or the chillers need replacing.
The report is also a check on the business plan. A sponsor budget that underestimates capital needs relative to the assessment is a credit question, and the gap is easier to resolve before closing than after.
Common questions
- What is a property condition assessment?
- An engineering review of a building's physical condition, usually to the ASTM E2018 standard, identifying immediate repairs, near-term needs and expected capital replacements with cost estimates.
- Why do lenders require a property condition assessment?
- To size immediate repair holdbacks and the replacement reserve, and to check the sponsor's capital budget. It shows whether the building can keep producing the income the loan is underwritten on.
- What is the difference between a PCA and a home inspection?
- A PCA is a commercial engineering assessment built for investors and lenders, with cost estimates and a multi-year capital schedule. A home inspection is a residential condition review without that underwriting output.
- How do immediate repairs from a PCA get handled at closing?
- Usually through a holdback funded at closing and released when the work is evidenced, or a post-closing covenant with a completion deadline. Either way the item needs an owner and a date on the checklist.
